This function is used to change the Pod Number for lots created by any of the Lot Creation functions.
When the lot is initially created, the Pod Number is set to 1.

When executed, the function will prompt the user to select those units to be changed.  Individual lots can
be selected or any valid Autocad selection method can be used (window, crossing, all, etc). The selection
will be filtered to those css_lot_data block references on the Lot Block Data layer as set in
the Layer Manager.

This function changes the PODNUMBER attribute of the css_lot_data block reference.

This value is be used by CadTracts, LLC Tract Manager or by the native Autocad attribute-
query commands.
