Create Lot Lines-
Define Lot from Polyline

This function allows the user to create a lot from a closed lightweight polyline.  It is useful for lots
that have been created without using Land Planner Suite.  Using this function will allow the user
to use the lot numbering and area labeling functions included in Land Planner Suite on 'hand-drawn'
lots.

The function will prompt the user to select the New Lot.  This entity should be a closed, lightweight-
polyline.  If another entity type is selected, the user will be alerted and the function will exit.

The user will then be prompted to select the Unit Type to assign to the new Lot.

If no Unit Types are present in the drawing, the user will be alerted and the function will exit.  Unit Types must then
be
created or imported before the function can be used.

The function will then insert and populated the Land Planner Suite lot data block.  This block will have the
lot area, unit type, unit number, lot number, phase and pod number, etc, along with other data needed
by other Land Planner Suite functions such as Add Lot Numbers and Add Lot Area Labels.

The function will also draw the setback lines for the new lot.  In order to do this, the function must
ascertain the correct setback distances for each segment of the lot polyline.

At each vertex of the lot polyline, the user will be asked to enter the setback type for the
line indicated by the arrow

The allowable inputs are F,S,C,R (indicating Front, standard Side, Corner side, and Rear, respectively)
(The distance values corresponding to these types are set in the Unit Manager).  After the type data
is entered at each vertex, the function will draw the setback line.  Should the user not wish to draw
the setback line,  hitting ESC or CTRL-C will cancel the command.
