Draw Roadway Linework

This function will draw Roadway Lines using the values set in the Road Manager

User is prompted to select a centerline.  The centerline must be a lightweigth polyline.
The Road Types dialog box is then displayed, allowing the user to select the desired
Road Type.  When OK is picked, the linework for the selected Road Type will be drawn
on the selected centerline
