Insert Graphic Scale

This function allows the user to insert a Graphic Scale bar whose values are determined by a
user-selected paperspace viewport.

When executing the command from paperspace, the user will be prompted to select a viewport.
Then the command will prompt for an insertion point.

When executing the command from modelspace, the user will be prompted to input the desired scale factor
and then for the insertion point.
