Intersection Return Clean-up

This function automatically 'cleans up' road intersections for road created using the Land Planner Suite
Draw Roadway Linework function.

When started, the function will prompt the user to select the First Centerline, then select the Second
Centerline.  The order in which the centerlines are selected does not matter.

The function will then prompt for the user to Pick Point near Radius Point.  This point gives the
function an approximate location of the radius point of the filleted returns so it will now how
to fillet the linework.  Users should zoom in as close as possible to the intersection before
picking the "Point near Radius Point". 

The function will then fillet the line work for the right-of-way, back-of-curb, face-of-curb and edge-of-pavement
creating a clean intersection.  The line work must be on the layers set in the Layer Manager for the function
to operate properly.  The radii of the fillets is determined by the settings in the Road Manager.  If the two
selected centerlines do not have the same Road Type, the function will prompt the user to select the
road type from which to take the fillet setting.

Users may notice that sidewalk lines are not filleted.  This allows the
user greater flexibility in creating sidewalk ramps that conform to local requirements.  However, the line work for
the sidewalks is broken at the road centerline to aid the user.
