This function will create Setback Labels for lots that have been created using the Create Lot Lines
functions of Land Planner Suite.

The user will be prompted to Select Setback Segment to Label.  The function will measure the distance
from the segment selected to the closest point on a polyline on the Lot Outline layer set in the
Layer Manager.  The function will then label that setback segment with the distance.

The first time in each Autocad session that the command is executed, the function will prompt for the label
height.  This height will be used a the default height throughout the session.  The height can be changed
at any time by entering the command css_SetbackLabHt at the command line.

Also included with Land Planner Suite is a function to 'flip' text (rotate text 180 degress about its
insertion point).  This command can be accessed by entering FT as the Autocad commmand line.
