Layer Settings - Layer Migration Utility

This function will change the layer all entities drawn
on the CadTracts Land Planner Suite default layers
to the layers set up in the Layer Manager.  This function
is useful when a user starts a new drawing without
setting up the Layer Manager and wants to later
change to custom layers
