This function is used to create a Tract from lots created by the Land Planner Suite by CadTracts, LLC



Lots created by Land Planner Suite can be assigned and pod number and/or a phase number.
This function will prompt the user to
       Enter Pod(s) <multiple pods numbers can be separated by comma, * for all>
The user will then be prompted to 
      Enter Phase(s) <multiple phases numbers can be separated by comma, * for all> *

The function will then search the current drawing for all lots matching the input criteria.  The outline
of those lots will then be used to create a region.  (The lots do not have to be contiguous).  This new
region will then be used to create a new Tract. The program will then prompt the user to select
the tract type to be assigned to the new Tract.

After selecting the Tract Type and clicking OK, the user will be prompted to
enter the name of the new Tract.

Upon entering a vaid name and hitting OK, the new Tract will be added to the Currently Defined Tracts list and
will be included in any Land Use Summary that is displayed.
